"Palayan" (rice paddy) was chosen as the name of the new provincial capital to reflect the moniker bestowed upon the province of Nueva Ecija as the โRice Granary of the Philippines.โ

St. Cecilia Parish of the Roman Catholic Diocese of Cabanatuan was established in 1976. It is located in the City of Palayan, Province of Nueva Ecija. The Parish Fiesta is celebrated every 22nd day of November.

On June 19, 1965, Congress enacted Republic Act No. 4475, creating a city named Palayan as the provincial capital of Nueva Ecija. The name โPalayanโ was chosen because of the province's reputation as the rice granary of the country.
The city was expanded by Republic Act No. 6052 on August 4, 1969โฒ by ceding to its territory the military reservation in Laur, Nueva Ecija, and Fort Magsaysay Cantonment Area in Sta. Rosa, Nueva Ecija. Palayan City is the fourth capital of Nueva Ecija since its foundation in 1801; the first being Baler, followed by San Isidro, and then Cabanatuan.
